Conceptual and theoretical foundations of cultural diplomacy

Abstract

This paper examines the theoretical foundations of cultural diplomacy within contemporary foreign policy strategies. Cultural diplomacy is understood as an important instrument of soft power through which states pursue their interests by promoting culture, education, language, and international artistic cooperation. The paper aims to identify and critically analyse the main theoretical approaches to cultural diplomacy, particularly in relation to soft power theory, public diplomacy, and constructivist perspectives in international relations. The study highlights the growing importance of non-coercive forms of influence in an increasingly interconnected and competitive international environment. It interprets cultural diplomacy as a flexible strategic tool that enables states to shape international perceptions, strengthen national identity, enhance reputation, and expand political influence abroad. The paper further argues that cultural diplomacy has evolved from a supplementary foreign policy activity into an institutionalised component of modern statecraft. By synthesising key theoretical concepts, the article contributes to a deeper understanding of the role and significance of cultural diplomacy in contemporary international relations.
